The revenue and expenditure parts of the state budget in 2025 are planned to increase by 647.7 million lei - to 75 billion 932.5 million lei and to 93 billion 838.8 million lei, respectively.

This is provided for by the relevant amendments to the Law on the state budget for 2025, which were prepared by the Ministry of Finance for subsequent consideration and adoption by the government. In particular, the revenue part of the state budget for 2025 is expected to be increased by 647.7 million lei (+0.9%) - from 75 billion 284.8 million to 75 billion 932.5 million lei, and the expenditure part - also by 647.7 million lei (+0.7%) - from 93 billion 191.1 million to 93 billion 838.8 million lei. The state budget deficit of Moldova will remain at the same level - 17 billion 906.35 million lei. As noted in the materials of the Ministry of Finance, the amendments to the Law on the state budget for 2025 provide for the following changes in the revenue part: an increase in VAT revenues on goods produced and services rendered on the territory of Moldova - by 300 million lei, based on the level of revenue execution for 5 months of the current year; revision of the amount of revenues from dividends received from joint-stock companies and deductions from the net profit of state-owned enterprises - by 200 million lei; revision of the amount of VAT refunds - by 100 million lei; an increase in the collected revenues of budgetary bodies/institutions - by 38.8 million lei; an increase (as a result of requests received from some bodies) in grant payments for projects financed from external sources - by 8.9 million lei. At the same time, the amendments to the expenditure part stipulate: budgetary allocations for the provision of one-time financial assistance for the preparation of students in grades I-IX for the new academic year 2025-2026, through transfers to the state social insurance budget - 300 million lei; for strengthening the reorganization capacities and support for the employees of the State Enterprise "Moldova Railways" - 50 million lei; Government Intervention Fund - 50 million lei in order to ensure the government's ability to intervene in the elimination of the consequences of emergency situations. The following is also provided: redistribution of allocations taking into account the strict needs of budgetary bodies/institutions; increase in allocations for some budgetary bodies in order to ensure current activities; redistribution of allocations within/between projects financed from external sources; increase in allocations provided for in the state budget in order to ensure the provisions of the regulatory framework for remuneration in the budgetary sphere; increase in transfers to local budgets, in accordance with the provisions of the Government Resolution on the distribution of appropriations approved in the Law on the state budget for 2025 and the redistribution of transfers related to the repair and equipment of canteens of educational institutions, from the budget of the Chisinau municipality to the budget of the Ministry of Education and Research; increase in transfers to the state social insurance budget, in order to ensure the provisions of Art. 20 of the Law on the Constitutional Court (payment of a single severance pay to judges of the Constitutional Court). It should be noted that during the previously introduced amendments to the Law on the state budget for 2025, the revenue side of the state budget in 2025 was increased by 3 billion 730.9 million lei (+ 5.2%) - to 75 billion 284.8 million lei, and the expenditure side - by 7 billion 743.2 million lei (+ 9.1%) - to 93 billion 191.1 million lei. As a result, the state budget deficit in 2025 is expected to amount to 17 billion 906.3 million lei instead of the previously planned 13 billion 894 million lei, that is, it will increase by 4 billion 012.3 million lei (+28.9%), and will amount to 5.1% of GDP.// 17.06.2025 — InfoMarket.
