
The operation of Free Economic Zones in Moldova will be improved, especially in terms of construction of new facilities.
This is provided for by the amendments to the Law on Free Economic Zones (FEZ), the Law on Construction Permits and the Contravention Code, which were adopted by the Parliament in the second reading. In particular, the Law on Free Economic Zones is completed with a new provision, according to which the administration of the zone may transfer the right of superficies for land to economic zone residents after registering the right of superficies in the real estate register. Thus, residents will have the right to develop industrial infrastructure, such as the construction of production halls, and engineering and construction infrastructure in free zones. The introduction of these changes will be able to unblock the situation in which some FEZ residents face obstacles in requesting a town planning certificate and a construction permit. The ultimate goal is to encourage the development of investment projects of local and foreign companies registered in Free Economic Zones. Currently, there are 7 FEZs operating in Moldova, which include 38 sub-zones.
