Moldova will resolve the issue regarding the import of a larger number of air conditioning units that were previously held up at customs
This is provided for by the relevant amendments to the Law on Fluorinated Greenhouse Gases, which Parliament adopted in the first reading. They stipulate that, by way of derogation from paragraphs (1) and (4) of Article 27 of this Act, until 31 December 2026, the provisions on the accounting of hydrofluorocarbons contained in pre-charged equipment in the annual quota allocation system shall not apply to the placing on the market of refrigeration equipment, air conditioning equipment and heat pumps pre-charged with hydrofluorocarbons, if the importer proves, on the basis of supporting commercial documents, that the commercial acquisition transaction was initiated before the entry into force of this derogation. Importers of the aforementioned equipment are required to notify the Environmental Agency of the import, maintain separate records and report on the quantity of hydrofluorocarbons contained in the equipment placed on the market, and retain information and documentation regarding the type and quantity of hydrofluorocarbons contained in the equipment. Importers of equipment who have placed 500 tons or more of CO₂ equivalent of fluorinated gases contained in products or equipment on the market in 2024–2025, are required to submit to the Environmental Agency the data specified in Annex 7 for each of these substances for the corresponding calendar years, no later than July 30, 2026. Earlier, Prime Minister Vasile Tofan noted that since October, thousands of air conditioners have been held up at customs. “I understand that certain rules exist, and we recognize the importance of some restrictions, but we need a temporary solution. A great many people are waiting. If you want to put a refrigeration facility into operation, you need an air conditioner. Without it, it’s impossible to save money.
