
Many state institutions in Moldova will be reorganized from January 1, 2026, and will be transferred from subordination to the Cabinet of Ministers to subordination to the relevant ministries
This is provided for in a draft amendment to certain regulatory acts, which was approved by the parliamentary committee on public administration and regional development. The amendments provide, in particular, that the State Agency on Intellectual Property will be subordinate to the Ministry of Justice, the Agency for Interethnic Relations and the National Agency for Research and Development will be subordinate to the Ministry of Education and Research, the Agency for Medicines and Medical Devices will be subordinate to the Ministry of Health, and the Public Property Agency will be subordinate to the Ministry of Economic Development and Digitalization. At the same time, some state institutions will retain their current jurisdiction, including the National Agency for the Prevention and Combating of Violence against Women and Domestic Violence, the National Bureau of Statistics, the National Anti-Doping Agency, the Bureau for the Investigation of Transport Accidents and Incidents, the Agency for Geodesy, the National Social Insurance Fund, and the National Health Insurance Company. The draft law stipulates that the legal status of the heads of the relevant institutions will not change; they will remain persons holding public office. The exception is the National Health Insurance Company, which will be integrated into a single system provided for by the Law on Specialized Central Public Administration, and its employees will have the status of civil servants and receive remuneration in accordance with the legislation on the unified payroll system in the budget sector. According to the authors of the draft law, changing the subordination of administrative bodies is a strategic measure that will improve the effectiveness of administrative acts, strengthen governance, and help government agencies adapt to the current needs of society.
