The National Energy Regulatory Agency (ANRE) has approved a package of regulations for the full integration of the national electricity system into the European energy market
According to the National Energy Regulatory Agency, the ANRE Management Board approved a comprehensive package of six key regulatory acts to modernize the regulatory framework of the electricity sector and fully integrate it into the European energy system (ENTSO-E). In particular, the Guidelines for the Operation of the Electricity Transmission System have been approved, which transpose Regulation (EU) 2017/1485 and establish rules for the centralized, coordinated, and secure management of the national electricity system. The Electricity Network Code on Emergency and Recovery of the Electricity System, which transposes Regulation (EU) 2017/2196, has also been approved, providing harmonized procedures for the prevention, management, and resolution of emergencies in the electricity system. The adopted Guidelines on long-term capacity allocation transpose Regulation (EU) 2016/1719 and establish a framework for transparent and efficient access to cross-border transmission capacity. The Guidelines also transpose Regulation (EU) 2015/1222, which establishes rules for coupling day-ahead and intraday markets, facilitating cross-border electricity trading. In addition, the Guidelines approved by ANRE transpose Regulation (EU) 2017/2195, which harmonizes the procedures for the procurement, activation and settlement of balancing services necessary to maintain system stability. Amendments to the Electricity Network Code were also adopted to ensure compliance with the new network codes. Through these regulations, ANRE transposes the provisions of the EU Regulation into national legislation in accordance with the Decision of the Energy Community Ministerial Council, thus completing an important stage in the process of harmonization with Community legislation in the field of electricity. The new regulations create the conditions for ensuring the safe, stable, and coordinated operation of the national electricity system in interconnection with ENTSO-E, develop cross-border electricity markets and increase competition in the domestic market, strengthen energy security and improve the resilience of the system in emergency situations, as well as to facilitate Moldova's participation in the single European energy market. ANRE emphasizes that the implementation of these regulations will enable the electricity transmission system operator, Moldelectrica, and other participants in the electricity sector to operate in accordance with EU standards and procedures, contributing to security of supply and the stability of the national energy system. The approved regulations are part of the European Union's “Electricity Integration Package” legislative package and will enter into force after publication in Monitorul Oficial (the Official Journal of Moldova). According to the Reform Program related to Moldova's Development Plan for 2025-2027, ANRE must complete the full transposition of the Energy Community's legislation in the field of electricity by December 2025, and the electricity transmission system operator, Moldelectrica, will develop the methodologies and procedures necessary for the effective implementation of the new regulations within the established deadlines. The approval of these acts is a decisive step towards Moldova's full integration into the European energy space in accordance with the commitments made by our state under the Treaty establishing the Energy Community. // 04.11.2025 — InfoMarket
