
Amendments to a number of regulatory acts aimed at strengthening the protection of Moldova’s financial services consumers will come into force on October 25
As announced by the Ministry of Finance, these changes will make financial services more transparent and citizens who use them more protected. The law, which comes into force on October 25, was developed by the National Financial Market Commission (CNPF) and promoted by the Ministry of Finance with the aim of strengthening the legal framework for consumer protection and establishing fairer, more transparent, and safer relations between citizens and financial institutions. The measures adopted are related to the fact that, from July 1, 2023, the CNPF will perform regulatory and supervisory functions in this area. The bill provides, in particular, that insurance companies will be required to provide customers with complete and transparent information about the products offered, including by providing pre-contractual information before signing the contract. Credit institutions will be required to provide additional information on consumer credit agreements, especially when they are concluded online or in retail premises. Credit agreements will include additional provisions to protect the financial interests of consumers. In the case of floating-rate loans, credit institutions will be required to clearly explain the terms and conditions for changing the interest rate. The CNPF will extend its supervisory powers to savings and loan associations and consumer credit debt collection companies. As a result of the implementation of the law, citizens will have access to more transparent financial products and services that comply with best European practices. Consumer rights will be better protected, preventing abuse and deceptive practices. The level of financial education and financial accessibility will be increased, and the CNPF will be able to take more prompt action to eliminate inappropriate practices by financial institutions. // 15.10.2025 – InfoMarket.
