The Ministry of Economic Development and Digitalization presented this data, noting that this is a clear sign that the initiative is gaining support and that people are choosing legal, simple, and low-tax work, using the new regime for freelancers. As a reminder, at the beginning of 2026, the so-called Freelancer Law came into force, introducing a new tax regime for independent entrepreneurs. For the first time, freelancers received a separate legal framework, simplified and adapted to the realities of independent activity, without unnecessary obstacles and complex bureaucracy. Freelancers are defined as persons engaged in independent economic activity in the service sector: information technology, design, photography, creative work, consulting, architecture, crafts, cleaning services, and other activities (more than 40 in total). Independent entrepreneurs will pay a flat tax of 15% of their income if their annual income does not exceed 1.2 million lei. This flat tax includes all basic tax obligations: income tax, state social security contributions, and mandatory health insurance contributions. A flat tax of 35% will apply to the portion of income exceeding the established limit of 1.2 million lei. Registered independent entrepreneurs will not be required to keep accounting records, hire an accountant, or file tax or statistical returns. Tax payments will be made through a special bank account, and income will be automatically recorded by the State Tax Service. At the same time, the Public Services Agency has launched a new service for the online registration of independent entrepreneurs. It is only available online, and requires submitting an application in electronic form via the public services portal, selecting the section “Registration of independent entrepreneurs (freelancers)”, as well as via the EVO application. Access to the service is only possible with a valid electronic signature. The procedure is fully automated and carried out instantly, without the involvement of the institution's registrar. The application process is simplified, and the data is automatically verified. Thanks to integration with the MPass, MSign, MConnect, and other government platforms, all checks are carried out online in real time. As a result, the system automatically generates the name of the independent entrepreneur, assigns them a state identification number (IDNO), and sends notifications of registration in the State Register of Legal Entities both to the email address specified in the application and to the State Portal of Legal Entities (mcabinet.gov.md).
