The Ministry of Infrastructure and Regional Development has prepared a draft order for the implementation of a number of measures provided for by the Regulations on Emergency Situations in the Natural Gas Market and the Action Plan in Case of Emergency Situations in the Natural Gas Market. The Agency proposes to approve two lists of consumers who can be interrupted in the event of a state of emergency in the natural gas market: this is a nominal list of interrupted consumers and a list of interrupted consumers that are vital to the national economy, which cannot be interrupted in the supply of natural gas. In the event of an emergency situation or a state of emergency declared by Parliament, and if all other market-based measures are used, and the need for natural gas remains not fully covered, system operators in the natural gas market can apply a measure to limit or suspend gas supplies to consumers from the nominal list of interrupted consumers. Taking into account the impact on the volumes of natural gas consumption in the context of ensuring the security of the country's gas supply, interrupted consumers are divided into 4 categories: large industrial consumers and thermal power plants; consumers with a daily consumption of more than 1200 cubic meters of gas; from 600 to 1200 cu. m and less than 600 cubic meters. The list of consumers of vital importance for the economy, to which cannot be stopped the supply of natural gas, will be approved in accordance with the recommendations of the Ministry of Economy. According to the draft order, system operators will publish a list of interrupted consumers on their websites. During the emergency period, such consumers will submit information to gas suppliers on a monthly basis by the 5th day of each month about the planned volume of gas that will be consumed in the next month. The order will approve the terms for the transfer of information between gas suppliers, distribution operators and the gas transmission operator approved by the Emergency Commission. For the duration of the emergency, suppliers, distributors and gas distribution operators will be required to restrict or suspend the distribution/transportation of natural gas to interrupted consumers. It is envisaged that in the event of an emergency situation in Moldova, the Commission for Emergency Situations, the Ministry of Infrastructure and Regional Development, NAER and gas companies will be able to decide within 12 hours to limit and / or suspend natural gas to interrupted consumers. Consumers will be informed about the interruption of gas supply. In the event of the expiration of the emergency situation, gas supply to consumers will be resumed, also after prior notification.
