
The Moldovan government has approved amendments to the 2025 state budget law, increasing its revenues and expenditures by 647.7 million lei
In particular, the revenue part of the 2025 state budget will increase by 647.7 million lei (+0.9%) - from 75 billion 284.8 million to 75 billion 932.5 million lei, and the expenditure part - by 647.7 million lei (+0.7%) - from 93 billion 191.1 million to 93 billion 838.8 million lei. Moldova's state budget deficit will remain unchanged at 17 billion 906.35 million lei. According to the government, in accordance with the approved amendments, all students in grades I-IX will receive 1,000 lei in aid for school preparation at the beginning of September. A total of 300 million lei has been allocated for this purpose. "We support the process of preparing for school. This is a very important project, under which 295 thousand children enrolled for the 2025-2026 school year will be able to receive 1,000 lei each. I would like to remind you that at the beginning of this year, we provided Easter assistance to more than 230 thousand children under the age of 5. Since 2021, we have doubled the amount allocated to support families in Moldova. Support has increased from 2.8 billion to 4.8 billion lei this year," said Prime Minister Dorin Recean. Another budget adjustment is aimed at strengthening the reorganization of the state-owned company “Railways of Moldova” (CFM) and providing social support to its employees, for which 50 million lei has been allocated. An additional 50 million lei has been allocated to the Government Intervention Fund so that the Cabinet can intervene to address the consequences of possible emergencies. At the same time, other amendments to the 2025 budget provide for the reallocation of funds in accordance with the needs of various areas, including the repair and equipping of canteens in educational institutions. All of the above allocations were proposed as a result of a reassessment of state budget revenues and a reallocation of expenditures. As noted in the Ministry of Finance's materials, the amendments to the 2025 State Budget Law provide for the following changes in the revenue section: an increase in VAT revenues on goods produced and services provided in Moldova by 300 million lei, based on the level of revenue collection for the first five months of this year; revision of the amount of revenues from dividends received from joint-stock companies and deductions from the net profit of state-owned enterprises - by 200 million lei; revision of the amount of VAT refunds by 100 million lei; increase in revenues collected by budgetary authorities/institutions by 38.8 million lei; increase (as a result of requests received from some authorities) in grant payments for projects financed from external sources by 8.9 million lei. It should be noted that during the previous amendments to the State Budget Law for 2025, the revenue part of the state budget in 2025 was increased by 3 billion 730.9 million lei (+5.2%) to 75 billion 284.8 million lei, and the expenditure part by - 7 billion 743.2 million lei (+9.1%) to 93 billion 191.1 million lei.
