
The Parliament adopted in the first reading amendments to the Law on Electronic Identification and Trust Services, important for the integration of Moldova into the European digital space
The document was developed by the Ministry of Economic Development and Digitalization jointly with the Intelligence and Security Service. The legislative initiative transposes the provisions of European Directive 910/2014, concerning the distribution of powers between the supervisory authority and the conformity assessment unit. Thus, the Intelligence and Security Service will monitor the activities of trusted service providers, and their assessment will be periodically carried out by specialized private firms. At the same time, trust service providers will be required to conduct a compliance audit every 2 years. The bill also proposes the introduction of a rule on establishing criteria, technical specifications, standards and minimum procedures for different levels of electronic identification. As noted by the Ministry of Economic Development and Digitalization, trust services are crucial for the security and validity of electronic transactions in the digital economy and society. These include electronic signatures, electronic seals, time stamps, certificates for website authentication, etc. The proposed amendments provide for the opening of the Moldovan market to qualified trust service providers from the EU, allowing citizens and companies in the country to use such services that are automatically legally binding in the EU. Accordingly, they will be able to sign documents and access services in the EU without any obstacles. The process of initiating activities for qualified trust service providers in the EU will be simplified by replacing the current accreditation system of the Intelligence and Security Service with an authorization procedure by notification. The proposed changes will simplify the procedures for starting activities in the field of trust services, expand the use of digital identity in Moldova, provide the opportunity for remote interaction with EU institutions, and ensure the attraction of new investments.
