Energy rehabilitation of one of the first apartment buildings in Chisinau included in the FEERM program has begun, with the total cost of the work amounting to 4.36 million lei
The Ministry of Energy announced this, noting that the ceremony marking the start of work on the building at 51/5 Calea Ieșilor Street was attended by Energy Minister Dorin Junghietu and the Director of the National Center for Sustainable Energy, Ion Muntean. The 36-apartment building is one of the first in the capital to receive FEERM funding. The cost of the rehabilitation is 4.36 million lei, of which 3.05 million lei was provided as a grant through the Fund for Energy Efficiency in Residential Buildings (FEERM), representing 70% of the investment. Residents contribute 30%. In addition, families with energy-saving vulnerabilities receive additional assistance ranging from 15% to 90% of their own funds, amounting to approximately 380,000 lei. Thus, the total state support amounts to approximately 3.43 million lei, while the actual contribution of beneficiaries amounts to approximately 928,000 lei. "Every home that undergoes energy rehabilitation means lower energy bills, more comfortable apartments, and greater safety for residents. This project clearly demonstrates how state support works: of the 4.36 million lei investment, approximately 3.43 million are covered by public funds. In addition, vulnerable families receive additional support. With FEERM, we aim to turn energy efficiency into a direct benefit for citizens, and we intend to expand this model nationally so that more and more communities can live better," stated Dorin Junghietu. The work includes thermal insulation of external walls, foundations, and basements, replacement of windows and doors in common areas, and thermal insulation of related structural elements. These measures will reduce heat loss by approximately 64%, resulting in annual savings of approximately 588,000 lei on electricity bills, and significantly improve thermal comfort for residents. "The fact that we can reduce electricity bills for the entire residential complex by almost 600,000 lei per year confirms the economic feasibility of this program. FEERM is the most ambitious residential modernization project ever launched in Moldova. It's not just about reducing electricity bills, but also about immediately increasing the value of apartments and improving everyday comfort. I encourage homeowners' associations to view this opportunity not as an expense, but as the most reliable investment on the market—a mechanism through which the state covers the majority of costs, and the resulting savings remain entirely within each family's budget," said Ion Muntean.
