The government is preparing to approve an anti-crisis program for 2022-2023.

The anti-crisis program aims to address the social and economic consequences of the war and to create resilient systems and structures that are better prepared for future emergencies, ensuring a transparent and effective mitigation and recovery process. The anti-crisis program foresees 4 areas of intervention: ensuring food security, energy diversification and efficiency, economic recovery and sustainability, and ensuring effective social protection. Thus, it is planned to define a list of strategic goods for food security and create an information system for the collection of data on strategic stocks, to ensure the supervision of food sales prices, especially those in the consumer basket, to review and increase food stocks in the state reserve. There are also plans to negotiate with the EIB to use the credit line of the "Fruit Garden of Moldova" program to replenish the working capital of the wine and horticultural industries, to simplify the conditions of issuing permits for access to water for irrigation purposes, to organize agricultural fairs, to implement a mechanism of food products distribution and use of food waste. In the short term, it is planned to create a national agri-food hub, develop a program to support the consumption of local produce, create legislative conditions for the use of waste water for irrigation purposes, etc. All activities in this area will be coordinated by the national supervisory committee for food security. In order to recover the economy, it is planned to implement the e-Commert bill, create conditions for citizens and entrepreneurs to work without being physically present in Moldova, and expand the operating period of the IT Park. In the short term, a support program for local suppliers will be developed, the Entrepreneurship Development Fund will be capitalized, enterprises will receive support for digitization and implementation of "green" technologies, a set of measures will be implemented to attract IT developers from Russia, Belarus or Ukraine, and the legislation on state control over entrepreneurial activity will be optimized. As for social protection measures, it is planned to increase salaries in the public sector, provide compensation for inflation growth to public sector employees and pensioners, as well as a one-off compensation for household consumers of gas, heat and electricity. There will be control over the application of trade mark-ups when selling socially important goods. It is also planned to create a "Silver Fund" to support the elderly, increase benefits for the care of children under the age of 2, and expand the list of reimbursed drugs. The anti-crisis plan of energy efficiency measures provides for starting talks on connecting Moldova to the EU energy platform in order to coordinate supply measures with the EU; implementation of a plan of measures to prevent and reduce the impact of the energy crisis; dialogue with partners on receiving assistance for fuel oil purchase; implementation of the Green House program, modernization of district heating systems, interconnection of electric power systems with Romania and Ukraine, etc. Consultations on the project are held until September 9: https://bit.ly/3pPjutF. // 29.08.2022 - InfoMarket.
