Moldova will receive an external government loan of more than $170 million from the IMF through the Resilience and Sustainability Facility.
This is provided for by the draft law on attracting an external government loan from the International Monetary Fund through the Resilience and Sustainability Facility (RSF), passed by the Parliament in the second reading. As noted earlier by the Ministry of Finance, on December 6, 2023, the IMF Executive Board approved a new RSF program for Moldova - the Resilience and Sustainability Financing Facility, which will support Moldova’s efforts to increase resilience to climate shocks, help implement reforms in the energy sector and ensure the mobilization of sustainable financing. The loan will be used to finance the needs of the state budget. To receive appropriate financial assistance, Moldova will implement 12 reform measures aimed at reducing the consequences of climate change. The duration of the RSF program is 22 months. The loan, which will be provided by the IMF through the Resilience and Sustainability Facility, will be repaid in 20 equal installments after 10.5 years from the date of each debit from the loan account. The loan repayment period is 20 years. The interest applied on the loan in question will be equal to the base interest rate in SDR (Special Drawing Rights) plus a margin of 0.75 percentage points. The service fee will be 0.25% of the allocated amount.
