Moldova has launched the integrated government portal EVO (evo.gov.md)

It will serve as a single access point to government services and digital interaction with government agencies for citizens, entrepreneurs, and the diaspora. EVO brings together all government digital services, platforms, and tools, offering a unified and simple experience for interacting with the government: a single portal, a single access point. Developed by the Electronic Governance Agency, the EVO portal unites key government platforms, including: the Public Services Portal - servicii.gov.md, the government portal for citizens and legal entities - MCabinet, and a page dedicated to electronic signatures with information on obtaining and using them. Through evo.gov.md, users will have simplified access to, among other things: the EVO application; digital identification and electronic signature (EVOSign); authentication (MPass); official notifications (MNotify); electronic payments (MPay); online appointment booking, petitions, and information requests; Resources and documentation for developers (egov4dev, Model Unitar de Design); the platform for developing electronic services (PDSE); and other digital resources of public interest. Michelle Iliev, Secretary of State of the Ministry of Economic Development and Digitalization, noted that innovation means simplifying and facilitating work, and evo.gov.md was created precisely for this purpose. According to her, Moldova will be one of the first countries to implement a digital wallet and remote identification in order to offer every entrepreneur and citizen a digital office anywhere in Europe. Nicoleta Colomeet, Director of the Electronic Governance Agency, emphasized that when developing the integrated EVO portal, emphasis was placed on a well-functioning search, clearer service names, simpler filters, information on digital services for citizens or businesses, as well as visible labels indicating whether an electronic signature is required or not, and the ability to leave reviews of services. Through evo.gov.md, users can sign electronic documents and verify signatures, quickly and securely pay for public services, grant representation rights to others, schedule appointments with government agencies online, access government data, and submit petitions or information requests. All operations are carried out through a single access point—the integrated EVO portal. The most frequently requested documents include criminal record certificates, cadastral certificates and documents, apostilles, civil status certificates, extracts from state registers, certificates of no outstanding debts, or proof of income, as well as services for the business environment: from customs declarations and trade notifications to transport permits, sanitary permits, and food safety certificates. Within this context, the integrated EVO portal centralizes 620 government services, 396 of which are available online. With EVO, individuals and legal entities can be confident that all interactions with the government take place within a single, uniform, and convenient system, without bureaucracy and with complete process transparency. Businesses benefit from simplified procedures, reduced time, and more predictable interactions with the government. For public administration, the EVO portal ensures increased efficiency, interoperability, and a sustainable digital infrastructure. Utilizing the "single-window" principle, e-government service providers use the EVO portal as a core platform for delivering digital services. "This is just the beginning, and evo.gov.md will continue to evolve, improving and adding new features, created in collaboration with the user community, with whom we constantly communicate and share experiences," said Nicoleta Colomeet. The integrated EVO portal was developed by the Agency for Electronic Governance under the auspices of the Ministry of Economic Development and Digitalization, with the support of development partners and the Innovate Moldova program, funded by Sweden and the United Kingdom, and implemented by the Moldova Development Fund. Direct costs are estimated at approximately €45,000. // 22.01.2026 – InfoMarket.
