
The government has approved the State Control Development Program for 2025–2028, which will require 44.6 million lei for implementation
The document aims to simplify and digitize control, reduce time and costs for entrepreneurs, and conduct inspections only where there are real risks. The program establishes rules for the functioning of control bodies to ensure compliance with the law and protect public interests. The goal is to create a modern, transparent, and predictable control system that supports business, protects citizens' rights, and provides a favorable environment for investment. Under the program it is planned to increase the number of inspectors who have received professional certificates, modernize the State Register of Inspections, increase the number of supervisory bodies that publish reports on their activities from 70% to 100%, etc. The implementation of the proposed measures will reduce the average duration of state control from 5 to 4 days, increase the satisfaction of persons subject to state control from 40% to 80%, etc. The implementation of the program will require more than 44.6 million lei. Assistance will also be provided by development partners, including the World Bank Group - 11.9 million lei for the development of a new information system in the field of state control and 2.78 million lei for the training of inspectors. According to official data, in 2024, 38.1 thousand inspections were registered in Moldova, but in fact 10% more were carried out – 42.3 thousand. At the same time, compared to 2011, the number of inspections has decreased several times. Most of the inspections in 2021-2024 were carried out by the State Tax Service, although the annual number of inspections even during this period decreased to 24% of the total number of planned state controls.
