
The new methodology for calculating and applying prices for petroleum products has been applied in Moldova since November 30.
The methodology, published in Monitorul Oficial, will replace a similar document in force since June 16. The methodology regulates the procedure for calculating by NAER of the maximum retail sales prices for basic petroleum products of the standard type; method for determining by the NAER of a specific trade margin when selling standard petroleum products; how prices are applied by license holders, etc. It is stipulated that the maximum retail prices for basic petroleum products of a standard type are calculated by NAER for 1 liter, separately for each type of petroleum product, using a formula that takes into account the average quotes for gasoline (Gasoline Prem 10ppmS FOB Med Cargo) and diesel fuel (ULSD 10ppmS FOB Med Cargo) for the previous 14 days; the official average exchange rate for the previous 14 days; the rate of excise taxes on petroleum products; average density of gasoline / diesel fuel; specific trade margin for retail sales of basic petroleum products of a standard type; VAT. Every working day, until 12:00, NAER is obliged to publish on its website the maximum retail prices for basic petroleum products of a standard type, they are valid from 00:01 hours for one / several days following the day of their establishment. It is stipulated that the selling prices for basic petroleum products of the standard type cannot be higher than the maximum prices. Companies involved in the retail sale of other basic petroleum products, other than those for which maximum prices are set, are obliged to sell basic petroleum products of a standard type at the same filling station. In the absence of one of the standard-type petroleum products at the filling station, the economic entity must stop selling other petroleum products, remove the prices from the display and draw up a corresponding report for NAER. The document also obliges economic operators to inform NAER about all retail prices for petroleum products that will be applied the next day / days. Companies will have to report prices for each gas station through the NAER electronic platform on weekdays until 16:00. Meanwhile, the specific trade margin for the retail sale of basic petroleum products of the standard type includes the costs of transportation and insurance to the territory of Moldova, the costs of handling and warehousing, other costs associated with retail sales, as well as profit.// 30.11.2021 — InfoMarket
