
The Parliament approved in the first reading the law recognizing the construction of a 400 kV transmission line Vulcanesti-Chisinau as a project of national importance.
This is the first phase of a project of national importance for the interconnection of the electricity networks of Moldova and Romania with a total cost of 260 million euros. The project is planned to be implemented until 2024 with the support of the EBRD (loan 80 million euros), EIB (loan 80 million euros), the International Development Association of the World Bank Group (loan 61 million euros), the European Union (grant 39.4 million euros). The project "Interconnection of electric networks of Moldova and Romania, stage I" provides for the construction of a 400 kV transmission line Vulcanesti-Chisinau with a length of 158 km; construction of a back-to-back converter station in Vulcanesti to provide a connection between the Moldovan power system, the European network of transmission system operators ENTSO-E and the Integrated Electricity System/Unified Energy System (IPS/UPS); modernization and expansion of existing stations in Chisinau and Vulcanesti 400 kV. At the same time, as Deputy Prime Minister, Minister of Infrastructure and Regional Development Andrei Spinu noted, since the power grids of Moldova and Ukraine were recently synchronized with the European energy network ENTSO-E, it may not be necessary to build a Back-to-Back station, since its presence was a solution for previous situation. According to him, this issue has yet to be discussed in detail by specialists in order to make a final decision on this matter. Since the above-mentioned works on the construction of the 400 kV transmission line Vulcanesti-Chisinau and the Back-to-Back station in Vulcanesti will be carried out on lands owned by the state, local state administration and private property of individuals and legal entities, it is necessary to adopt a law proclaiming the public utility of the work of the national importance for the construction of power lines and stations in order to move the project faster, ensure the expropriation of land required for construction, payment of compensation, etc. The government, on behalf of the state, will initiate the procedure for acquiring the land required for construction and will allocate the necessary financial resources for the development and implementation of the Action Plan for resettlement and compensation for the permanent and temporary expropriation of land plots necessary for the construction and operation of the 400 kV transmission line Vulcanesti-Chisinau and Back- to-Back in Vulcanesti. So far, the forecast of the total budget for carrying out expropriation procedures related to the project for the entire period of its implementation is estimated as follows: compensation payments to affected - 20 million lei, cadastral services - 12 million lei. The objects of expropriation, determined in accordance with the feasibility study, necessary for the construction works mentioned above, are: real estate, which is in private ownership and the property of administrative-territorial units, associated with the specified project, located outside or inside the following settlements: ATU Gagauzia (city Vulcanesti, villages of Dezghingea, Congazcicul de Sus, Chirsova, Congaz, Svetlîi), Cahul region (villages of Borceag, Iujnoe, Burlaceni), Taraclia region (villages of Albota de Sus, Albota de Jos, Balabanu, Novosiolovca, Aluatu, Salcia, Musaitu, Vinogradovca), Leova district (Borogani), Cimislia district (Cimislia, villages Ivanovca Noua, Gura Galbenei, Gradiste, Valea Perjei, Ecaterinovca, Javgur, Cenac), Hincesti district (villages Buceni and Firladeni), Ialoveni district (villages Zimbreni, Costesti, Hansca, Molesti) and Chisinau municipality (Bacioi).// 31.03.2022 — InfoMarket
