The Parliament of Moldova adopted in the first reading a number of amendments to the tax and customs policy for 2023.

The bill was drafted by Radu Marian, Chairman of the Parliamentary Commission for Economy, Budget and Finance, and Dan Perciun, Chairman of the Commission for Social Protection, Health and Family. In particular, the document is aimed at simplifying access to information on taxes on land and real estate from local public authorities for individuals and legal entities. The State Chancellery was instructed to ensure the publication on the website of the register of local acts of specific rates of land tax and real estate tax established by all representative bodies of local public administration. At the same time, the bill proposed by the deputies suggests that for real estate purchased after August 31, their declaration should be extended until March 25 next year. Another proposed change explicitly states that retired patent holders will not be required to pay a fixed premium for mandatory health insurance until the patent is finally cancelled. It is also indicated that persons holding positions in the senior management of the Customs Service are exempt from probation. Another proposed change would allow the Customs Service to take ownership of the seized goods and sell them for the benefit of the state. In addition, it is proposed that in Moldova stocks of products similar to tobacco, imported without excise stamps before February 12, 2023, could be declared to the State Tax Service before April 1 and sold in the country before October 1. It is also stipulated that the amount of VAT paid or payable on tobacco products classified under headings 240210000, 240220, 240290000, 2403, 2404, which amounted to waste or natural wastage in excess of the limits established by the Ministry of Health, and on ethyl alcohol products classified under headings 2207, 2208, which amounted to waste or wastage in excess of the limits established by the Ministry of Agriculture and Food Industry, and oil products, which amounted to waste or natural loss in excess of the limits established by the Ministry of Infrastructure and Regional Development, are not deductible and are charged to expenses of the period. Another provision is aimed at supporting citizens returning to live in Moldova by private car. They will be able to enter the country without paying a duty vehicle with an engine capacity of up to 2500 cubic centimeters. Another amendment stipulates that the customs regime for the temporary importation of motor vehicles declared by action, the period of stay in the customs territory of which has expired and in respect of which a protocol on an offense has been drawn up, ends independently with the entry of appropriate marks into the information system after the collection of import duties calculated in in accordance with the legislation in force on the date of issuance of the decision on regularization, in case of failure to fulfill the obligation to export the vehicle from the customs territory within 30 days from the date of bringing the protocol to the notice. Herewith, the parliament also approved amendments to the Law on the State Budget for 2023, which were prepared by Radu Marian and Dan Perciun, in order to increase the basic base rates of certain categories of civil servants. It is also proposed that employees of criminal investigation agencies and investigators, for example, from the Ministry of Internal Affairs, the National Anti-Corruption Center and other institutions, seconded to specialized prosecutor's offices, receive salaries similar to the level of employees of prosecutor's offices.
