
NAER approved the maximum quotas that can be assigned to the winners of tenders for the purchase of electricity
According to the National Agency for Energy Regulation, in particular, the decision adopted by it must be applied by universal service providers and / or a supplier of last resort to implement the principle of diversification of electricity sources, established by the latest amendments to the Electricity Law, published in Monitorul oficial on February 5. In accordance with this principle, universal service providers and guaranteeing suppliers must determine the winners of the tenders organized for the purchase of electricity, at least two bidders, ranked in ascending order of the tenderers' prices, who offer volumes of electricity from different sources sufficient to meet the needs of those served by the supplier to end consumers. Thus, the maximum quotas will be calculated according to the percentage difference between proposals from different sources offered at the auction, so that the weighted average price of electricity purchased by electricity suppliers subject to the principle of diversification remains unchanged and does not depend on the difference in price between potentially winning proposals. The purpose of implementing the principle of diversification of electricity sources is to ensure energy security, as well as the reliability of power supply to end consumers. Given the fact that all license holders have started tender procedures for the purchase of electricity for the period from April 1, 2022 to March 31, 2023, NAER decided that “the terms of reference for the purchase of electricity published by universal service providers and last resort suppliers, until the entry into force of this decision of the energy regulator will be changed taking into account the requirements of the resolution adopted by NAER.
