Revenues from the management and denationalization of state assets in Moldova amounted to 175.2 million lei in the first half of 20212.
According to the Public Property Agency, 156.07 million lei or about 89% of the total revenues from the denationalization of public property came from the allocation of part of the net profit of state enterprises and dividends related to the state share in joint-stock companies. Of these, 52.77 million lei are dividends paid from the net profit received in 2021 by Loteria Națională a Moldovei JSC as a public company authorized to carry out activities related to implementation of public-private partnership agreements. Other revenues came from privatization of assets subject to privatization - 0.45 million lei; compensation for concession of assets and land - 12 million lei; lease of non-agricultural land - 2.1 million lei; lease of agricultural land - 3.7 million lei. It is worth noting that in 6 months of 2022 there have been no applications for approval of feasibility studies for public-private partnership projects, and the process of privatization of state property will be resumed after development and approval of the National Strategy for Management and Denationalization of State Property. This Strategy will include a clear vision of state property, focused on identifying and comparing the activities of the state, the pace and methods of denationalization of public property with the development strategies of industries and sectors of the economy and updating the list of state property to be privatized. At the same time, the Public Property Agency reports that in the first half of the year there were paid to the state budget compensations for the concession of assets and land for the reporting period of 2021 in the amount of 12 million lei, of which 6.2 million lei - compensation under the contract of concession of assets managed by the Chisinau International Airport (and adjacent land) and 5.7 million lei - compensation under the contract of public-private partnership for modernization and optimization of the SE Gările și Stațiile Auto. Also, 45 PPP and concession contracts included in the register of state property were monitored as well as the fulfillment of contractual obligations. These included investment commitments made by the buyers as follows: 4 sale-purchase agreements at the investment competition (SE Poligraf - Service, SE Vestmoldtransgaz, JSC Moldova-Tur and the Pace cinema in Glodeni town) and 8 sale-purchase agreements in a commercial tender (Air Moldova, SE Centrul de Reproducere a Păsărilor - Abaclia, SE Centrul de Instruire și Producție, SE Vibropribor, SE Centrul Tehnic pentru Securitate Industrială è Cercetare, JSC Gara Nord, JSC Tutun - CTC, SE Energoreparaţii). A contract for the sale and purchase of a real estate complex was also concluded: a building with an area of about 999 sq. m. and a land plot for construction with an area of 0.8956 ha, located in Vatra, Chisinau mun icipality, which was privatized at an auction under the hammer in June 2021. Let us remind that in 2021, revenues from privatization and denationalization of state property in Moldova amounted to 146.9 million lei, which is 2.5 times less than in the previous year (372. 1 million lei).
